President Joe Biden flew to California Thursday to tour damage following three weeks of destructive atmospheric river storms. With damage in the hundreds of millions and at least 20 people dead, Biden was scheduled to give remarks at 3 p.m. at Seacliff State Beach, south of Capitola.
