Saratoga voters appear to have approved a strict term limits measure.
Early returns in the Nov. 8 election show overwhelming support for Measure C, which would restrict city councilmembers to two four-year terms in their lifetime. The Santa Clara County Registrar of Voters showed the measure passing with 75% of the vote as of Nov. 9.
